{:en}Sharjah, United Arab Emirates— The geopolitical conflicts and energy supply crises impacting world economies have underscored the need for greater resilience in energy supply and the need for smarter carbon transition policy, Majid Jafar, the CEO of Crescent Petroleum, told industry and policy leaders gathered for the Atlantic Council Global Energy Forum in Dubai on Monday.
Jafar, who leads the Middle East’s oldest private upstream oil & gas company, told an audience of senior industry leaders and policymakers that lasting progress on carbon emissions requires policies that fit the needs and dynamics of each country, particularly in the developing world where energy demand is growing rapidly and where energy security challenges are felt most acutely. And in this regard, the wise energy strategy for 2050 of the UAE recognises the continued importance of oil & gas, while also growing the contribution of cleaner energy sources from solar and nuclear power.
“Current events demonstrate that energy policies need to deliver affordable and reliable energy supplies to withstand supply shocks and other challenges. We have witnessed how lower winds in Europe impacted wind generation and how conflict created oil and gas supply and price shocks. The world must account for such challenges while delivering reductions in carbon emissions because an energy transition without energy security will not succeed,” said Majid Jafar, CEO of Crescent Petroleum..
“The UAE’s visionary energy policy for 2050 highlights how this can be achieved by combining natural gas with cleaner sources such as solar power and nuclear energy, in order to maintain energy resilience while reducing carbon emissions. As the UAE prepares to host COP28 in 2023, this will only reinforce the country’s proven leadership in energy policy and international engagement,” he added.
Jafar made his comments on the opening panel of the Global Energy Forum, the premier international gathering of government, industry, and thought leaders to set the energy agenda for the year, of which Crescent Petroleum has been a founding Platinum Co-Chair sponsor. The panel entitled “Meeting the 2022 Challenge: Will energy security derail the energy transition?”, also included Fahad Alajlan, President of King Abdullah Petroleum Studies and Research Center; Claudio Descalzi, CEO of Eni; and Tim Holt Member of the Executive Board of Siemens Energy AG.
The Global Energy Forum, held in collaboration with the World Government Summit during the final week at Expo 2020, is focused on understanding how geopolitical risks, market dynamics, and climate crises are shaping the energy markets, and how governments and industry can resolve these energy challenges in the long term. Discussions over the two-day event are focused on the balance between delivering the carbon transition while ensuring the security of future energy supply.
At the event, the Atlantic Council and Crescent Petroleum launched an in-depth report entitled “Leading Oil and Gas into the Carbon Transition”, which outlined the opportunities presented by the carbon transition and the critical role that oil and gas companies must play in enabling the transition itself.
Crescent Petroleum became one of the first companies in the industry to achieve carbon neutrality across its operations in 2021 after completing a series of projects to reduce carbon intensity and offset remaining emissions. The milestone was the culmination of years of effort to improve total process efficiencies and become one of the least carbon-intensive companies in the energy sector.

وقال جعفر، الذي يرأس أقدم شركة نفط وغاز خاصة في منطقة الشرق الأوسط، أن إحراز التقدم المستدام في خفض الانبعاثات الكربونية يتطلب سياسات رشيدة تلبي احتياجات كل دولة حسب خصوصياتها ومتطلباتها، وبالأخص في الدول النامية حيث يرتفع الطلب على الطاقة ارتفاعاً سريعاً ويكون تأثير تحديات الطاقة عليها أكثر حدةً وصعوبةً من غيرها. وتماشياً مع ذلك، تعكس استراتيجية الطاقة الحكيمة لدولة الإمارات العربية المتحدة لعام 2050 وعياً بالأهمية المستمرة للنفط والغاز في منظومة الطاقة، مع العمل على تعزيز مساهمة موارد الطاقة الأنظف فيها كالشمسية والنووية.
واستطرد مجيد جعفر، الرئيس التنفيذي لنفط الهلال: “تُبيّن الأحداث الحالية أن على سياسات الطاقة ضمان توفّر إمدادات طاقة متواصلة وميسورة التكلفة، تستطيع أن تتجاوب مع النقص في الإمداد والتحديات الأخرى. لقد شهدنا كيف أثّر انخفاض الرياح في أوروبا على توليد طاقة الرياح، ورأينا ما نتج عن النزاع القائم من تغيرات حادة في الإمداد والأسعار في قطاع النفط والغاز. لذا، يحتاج العالم إلى مراعاة هذه التحديات في سياسات الانبعاثات الكربونية، فبغياب أمن الطاقة وعدم توفر إمدادات الطاقة المطلوبة، لن تنجح مساعي تحول الطاقة.”
وأضاف: “تبرز سياسة الطاقة الرشيدة لعام 2050 التي تنتهجها دولة الإمارات العربية المتحدة كيفية تحقيق ذلك من خلال دمج الغاز الطبيعي مع موارد الطاقة الأنظف كالطاقة الشمسية والنووية للتمكن من الحفاظ على مرونة منظومة الطاقة والحد في نفس الوقت من الانبعاثات الكربونية. ومع استعداد دولة الإمارات لاستضافة مؤتمر تغير المناخ COP28 في 2023، سيرسخ هذا التوجه الرؤية الحكيمة لدولة الإمارات والدور القيادي الذي تؤديه في سياسات الطاقة والتعاون الدولي.”
وأدلى السيد جعفر بهذه التعليقات ضمن الجلسة الافتتاحية لمنتدى الطاقة العالمي، وهو الاجتماع الدولي الأبرز الذي يلتقي فيه قادةٌ وواضعو سياسات من الحكومات وقطاع الطاقة لتشكيل أجندة الطاقة السنوية، ونفط الهلال هي راعٍ بلاتيني ورئيس مشارك فيه. وتحدّث أيضاً ضمن هذه الجلسة التي حملت عنوان “مواجهة تحدي 2022: هل سيعيق نقص الإمداد مساعي تحول الطاقة؟”، فهد العجلان، رئيس مركز الملك عبد الله للدراسات والبحوث البترولية؛ وكلاوديو ديسكالزي، الرئيس التنفيذي لإي إن آي؛ وتيم هولت، عضو المجلس التنفيذي لسيمنز إينيرجي آيه جي.
ويُعقد منتدى الطاقة العالمي بالتعاون مع القمة العالمية للحكومات خلال الأسبوع الأخير من إكسبو 2020 دبي، ويركز على فهم مدى تأثير المخاطر الجيوسياسية والقوى المحركة وأزمات المناخ على أسواق الطاقة، وكيف يمكن للحكومات وقطاع الطاقة مواجهة هذه المشكلات وحلّها على المدى البعيد.
وقد أصدر المجلس الأطلسي ونفط الهلال في الاجتماع تقريراً مفصلاً بعنوان “توجيه دور النفط والغاز في تحول الكربون”، يبرز الفرص التي يتيحها التحول الكربوني ويناقش الدور الأساسي الذي يجب أن تؤديه شركات النفط والغاز في هذا التحول.
ويُذكر أن نفط الهلال كانت من أوائل شركات القطاع التي تحقق حيادية الكربون عبر عملياتها كافة في 2021 إثر تنفيذها لسلسلة من المشاريع للحد من كثافة الكربون وتعويض الانبعاثات المتبقية. وجاء هذا الإنجاز تتويجاً لسنوات من العمل الحثيث لتحسين كفاءات التشغيل الكلية، لتصبح نفط الهلال من الشركات التي تسجل أقل مستويات الكثافة الكربونية عبر قطاع الطاقة بأكمله.
