Dubai, June 16, 2021: H.E. Javidan Huseynov, the Consulate General of The Republic of Azerbaijan in Dubai, extended his deepest condolences to the families and friends of the victims of the anti-tank mine explosion which took place on a road in Susuzlug village of Kalbajar region. He also prayed for the recovery of the wounded.
The Prosecutor General’s Office and the Ministry of Internal Affairs of the Republic of Azerbaijan have announced earlier that a vehicle carrying members of the film crew hit an anti-tank mine on the road in Susuzlug village of Kalbajar region. As a result of the explosion, two members of the film crew, operator of Azerbaijan Television Siraj Abishov and correspondent of the Azerbaijan State News Agency Maharram Ibrahimov, as well as representative of the district executive power Arif Aliyev were killed and four people were injured.
In statement for the press, H.E. Javidan Huseynov, the Consulate General of The Republic of Azerbaijan in Dubai, explained that Azerbaijan constantly raises, at the international level, the issue of deliberate and large-scale planting of landmines by Armenia in the territories of Azerbaijan in gross violation of international humanitarian law, including the Geneva Conventions of 1949.
“This incident in Kalbajar once again shows that the mines in this area were deliberately planted by Armenia during the forced withdrawal after the counter-offensive operations of the Armed Forces of Azerbaijan. The aim is to do as much damage as possible to Azerbaijan and create additional obstacles for the civilian population returning to their homes”, he said.
It was reported that a group of the armed forces of Armenia was detained while entering the territory of Azerbaijan in the direction of Kalbajar and committing provocation aimed at planting landmines on the roads of the area.
Mr. Javidan stated that this once again verifies that Armenia continues to pose a serious threat to the lives and security of both military and civilians, and as such, serves to aggravate the situation in the region. He asserted that this behavior of Armenia continues to be a major hindrance to the accomplishment of peace, security and cooperation in the region.
“We hold Armenia responsible for the civilian Azerbaijanis becoming the victims of landmines while performing their duties”, he added.
“We call on the international community not to turn a blind eye to Armenia’s gross violation of its international obligations, including the policy of deliberately planting landmines, as well as to demand that Armenia fulfill its obligations under international law”, he elaborated.
His Excellency concluded his statement stressing that Azerbaijan will take all appropriate, including legal measures, to ensure peace and security of its lands.

وكان مكتب المدعي العام ووزارة الداخلية الأذربيجانية، قد اعلن مؤخرا ان سيارة تقل أعضاء أحد طواقم التصوير اصطدمت بلغم مضاد للدبابات في أحد طرق قرية سوسوزلوغ الواقعة في منطقة كلبجار، وأسفر الانفجار عن مقتل اثنين من أعضاء الطاقم، فني التشغيل لدى التلفزيون الأذربيجاني سراج أبيشوف ومراسل وكالة الأنباء الحكومية الأذربيجانية محرم إبراهيموف، وممثل السلطة التنفيذية للمنطقة عارف علييف، بالإضافة إلى إصابة أربعة آخرين.
وأوضح السيد جافيدان حسينوف القنصل العام لجمهورية أذربيجان في بيان صحفي اليوم أن أذربيجان دائمًا ما تثير، على الصعيد الدولي، مسألة تعمُّد أرمينيا زرع الألغام الأرضية في الأراضي الأذربيجانية، الأمر الذي فيه انتهاك صارخ للقانون الدولي الإنساني، واتفاقيات جنيف لعام 1949.
وقال: “يعود هذا الحادث ليُظهر مجددًا أن أرمينيا قد تعمَّدت زرع الألغام الأرضية في كلبجار بعد أن أجبرتها عمليات الهجوم المضاد التي شنتها القوات المسلحة الأذربيجانية على الانسحاب من هذه المنطقة. وذلك بهدف إلحاق أقصى الأضرار الممكنة بأذربيجان ووضع عقبات إضافية في طريق عودة السكان المدنيين إلى ديارهم”.
ويذكر أنه قد تم اعتقال مجموعة من أفراد القوات المسلحة الأرمينية أثناء دخولها الأراضي الأذربيجانية متوجهةً إلى مقاطعة كلبجار سعيًا لزرع ألغام أرضية في طرقها.
وأشار السيد جافيدان إلى أن هذه الحادثة دليل على أن أرمينيا لا تزال تشكل تهديدًا خطيرًا على أرواح كل من العسكريين والمدنيين وأمنهم، وأنها تساهم في تأزم الأوضاع في المنطقة. وأوضح أن سلوك أرمينيا هذا يشكل عقبة رئيسية أمام تحقيق السلام والأمن والتعاون في المنطقة.
وأضاف: “نُحمِّل أرمينيا المسؤولية الكاملة عن وقوع المدنيين الأذربيجانيين ضحية الألغام الأرضية أثناء تأديتهم لواجباتهم”.
ومضى يقول: “ندعو المجتمع الدولي إلى عدم التغاضي عن انتهاك أرمينيا الصريح لالتزاماتها الدولية، بما في ذلك سياسة الزرع المتعمد للألغام الأرضية، وكذلك مطالبة أرمينيا بالوفاء بالتزاماتها المفروضة عليها بموجب القانون الدولي”.
وأكَّد في ختام تصريحه أن أذربيجان ستتخذ كل ما يلزم من تدابير قانونية، لضمان السلام والأمن والأمان في أراضيها.{:}
