Arab Academy for Science, Technology and Maritime Transport signs agreement with Dubai Police for cooperation in maritime education and training
The agreement consolidates the partnerships between leading organisations in the UAE and the maritime academic sector, to strengthen the role of scientific research and development in promoting innovation and creativity as well increasing core competencies among government and security staff
The Arab Academy for Science, Technology, and Maritime Transport Branch in Sharjah (AASTS) has signed a Memorandum of Understanding (MoU) with Dubai Police to cooperate in education, training and research in maritime security. This support AASTS’ ongoing efforts to empower Emiratis and enhance national competencies in the maritime sector as well as work closely with its partners and related bodies in line with its responsibility as an educational house of expertise for the maritime sector.
The agreement was signed by H.E. Dr. Ismail Abdel Ghaffar Ismail Farag, President of the Arab Academy for Science, Technology and Maritime Transport, and H.E. Major General Prof. Dr. Mohammed Ahmed bin Fahd, Assistant Commander-in-Chief of Academic and Training Affairs at Dubai Police. Officials from both sides were present. The MoU opens the door for cooperation in employing academic capabilities and resources to develop training in maritime safety and security, as well as enhance communication, coordination, and sharing of knowledge and experiences; leading to joint work in training.
The unique model of Dubai Police
Commenting on the agreement and its importance, H.E. Dr. Ismail Abdel Ghaffar Ismail Farag, President of the Arab Academy for Science, Technology and Maritime Transport, said, “Our partnership with Dubai Police is a key milestone in our journey at the Academy to support and enhance maritime vocational training and preparation in institutions concerned with safety and security. Dubai Police goes beyond the role of regular police work; it is an incubator for the best practices of creativity and innovation in security services, and a centre for developing and launching unprecedented initiatives and ideas. Our cooperation with them will be an added value for us. We hope to achieve a success story that we can disseminate to similar organisations in the Arab World and globally.”
Farag added, “This agreement is part of comprehensive preparations at the Academy to enhance our role as a major partner with the UAE in preparing for the next fifty years. The UAE is a leading global maritime hub and its maritime sector is one of the best worldwide in terms of infrastructure, ports and operational resources. Through our branch in Sharjah, we play a role by preparing highly-qualified Emiratis to lead the maritime sector. We hope that our graduates will share the be part of the celebrations of the UAE leadership and people when the last barrel of oil is exported in fifty years.”
H.E. Major General Prof. Dr. Mohammed Ahmed bin Fahd, Assistant Commander-in-Chief of Academic and Training Affairs at Dubai Police, said, “We have learnt from His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, that our success depends on the size of development and innovation we adopt in our security and operational system. That is why, we are keen to partner with all organisations and institutions that help us achieve this goal. The Arab Academy for Science, Technology, and Maritime Transport is the best candidate for this role, with its experience of nearly five decades, and its staff who have graduated thousands of professionals who lead the maritime sector in the region today. We believe that our partnership will significantly contribute to developing the maritime security and safety sector, and will achieve our goal of providing our staff with the best knowledge and experience.”
Bin Fahd added, “This agreement comes at a crucial time for us at Dubai Police. The Emirate’s coast is unique compared to other coasts in the region. Our coastline is constantly growing and changing. There is continuous development of real estate projects, waterfronts, and marinas for luxury yachts, ships and boats, Moreover, Dubai’s ports are among the most active, receiving over 21,000 ships and giant tankers annually. This makes the traditional ways of maritime protection and safety inadequate, and forces us to adopt modern technologies such as the Internet of Things, robots, autonomous boats, and artificial intelligence to strengthen our security tools. All of this requires special training and preparation for our people.”
The agreement includes cooperation in many areas including maritime education and training, studies in maritime security, providing training courses in maritime security, in addition to benefiting from the Academy’s capabilities in artificial intelligence and the Internet of Things to build a system of smart and advanced sensors that monitor all indicators necessary to build a comprehensive and accurate picture of the state of the marine environment in Dubai, supporting the development of blue economy and environmental sustainability. This is part of a comprehensive plan to provide specialised research in vital areas such as marine oil pollution, sea water quality, and the preservation of natural marine reserves, within the Sustainable Development Goals.
Dr. Capt. Ahmed Youssef, Associate Dean, College of Maritime Transport and
Technology, AASTS said, “Our mission at AASTS is to empower future Emirati leaders in the maritime sector. Our partnership with Dubai Police is a great support for us in achieving this mission as it includes providing training opportunities to prepare staff to deal with modern technologies. The cooperation also includes developing training to enhance the capacity of Dubai Police in the maritime field, as well as enhance the competitiveness of professionals at Dubai Police.”
Youssef added: “This cooperation will also reflect positively on our students who will have the opportunity to train and deal with security and maritime safety experts in Dubai Police, to learn from them and acquire new skills. This will give a competitive advantage to our students at AASTS, compared to other maritime academies and even traditional universities. It will open up new fields of work for our students to whom we pledged that the degree they will receive from AASTS will be among the best university degrees worldwide.”
The agreement also includes developing an awareness programme in the UAE to promote all joint activities, attract more candidates for maritime studies, coordinate public participation in events, hold conferences and workshops in maritime security, as well as cooperate in maritime legislation and laws. His Highness Sheikh Dr. Sultan bin Muhammad Al Qasimi, Supreme Council Member and Ruler of Sharjah, has signed a Memorandum of Understanding between the Government of Sharjah and the Arab Academy for Science, Technology and Maritime Transport subsidiary of the Arab States University, headquartered in Egypt, to establish a branch of the Academy in Khorfakkan, Sharjah. Dr. Ismail Abdul Ghaffar Ismail President of the Academy has signed the MOU at the headquarters of the Sharjah Research Academy. In its future plans, the new academy in the Emirate of Sharjah will graduate students specializing in various maritime science and technology majors, international maritime logistics and international maritime law, which will provide modern specialized quality studies and provide the market with specialists in all fields of maritime work.

تكرس الاتفاقية الشراكة بين المؤسسات القيادية في الدولة مع القطاع الأكاديمي البحري، لزيادة دور البحث العلمي والتطوير في تعزيز الابتكار والإبداع، ورفع مستوى الكفاءات والكوادر الحكومية والأمنية
في إطار جهودها المتواصلة الرامية إلى تمكين القدرات والكفاءات الوطنية في القطاع البحري، وضمن تعاونها مع كافة الشركاء والجهات المعنية لتكريس مسؤوليتها كبيت خبرة تعليمي متخصص في القطاع البحري، وقعت الأكاديمية العربية للعلوم والتكنولوجيا والنقل البحري، فرع الشارقة، مذكرة تفاهم مع شرطة دبي بشأن التعاون في مجال التعليم والتدريب والدراسات البحثية في مجال الأمن البحري.
وقع الاتفاقية كل من سعادة الأستاذ الدكتور إسماعيل عبدالغفار إسماعيل فرج، رئيس الأكاديمية العربية للعلوم والتكنولوجيا والنقل البحري، وسعادة اللواء الأستاذ الدكتور محمد أحمد بن فهد، مساعد القائد العام لشؤون الأكاديمية والتدريب في شرطة دبي، بحضور عدد من المسؤولين من كلا الجانبين، لتفتح الباب للتعاون في توظيف القدرات والموارد الأكاديمية لتطوير جوانب التدريب في الأمن والسلامة البحرية، ويرفع من مستوى التواصل والتنسيق وتبادل المعارف والخبرات والعلوم وصولاً إلى العمل المشترك في المجال التدريبي.
النموذج الفريد لشرطة دبي
حول هذه الاتفاقية وأهميتها، أوضح سعادة الأستاذ الدكتور إسماعيل عبدالغفار إسماعيل فرج، رئيس الأكاديمية العربية للعلوم والتكنولوجيا والنقل البحري، قائلاً: “تمثل شراكتنا مع شرطة دبي محطة هامة ضمن مسيرتنا في الأكاديمية لدعم وتعزيز التدريب والتأهيل المهني البحري في المؤسسات المعنية بالأمن والسلامة، وذلك لأن شرطة دبي تتعدى في أدائها دور العمل الشرطي، فهي حاضنة لأفضل ممارسات الإبداع والابتكار في الخدمات الأمنية، ومركزًا للتطوير وإطلاق المبادرات والأفكار غير المسبوقة، وسيشكل تعاوننا معها قيمة مضافة كبيرة لنا، نعول عليها في تحقيق قصص نجاح نوعية، لنعمل على تعميمها في جميع المؤسسات المماثلة، سواء في الدول العربية أو العالم.”
وأضاف فرج: “تأتي هذه الاتفاقية ضمن تحضيرات شاملة نقوم بها في الأكاديمية لتعزيز دورنا كشريك رئيس مع دولة الإمارات للمساهمة في الاستعداد للخمسين، فدولة الإمارات تعد مركزًا بحريًا رائدًا على مستوى العالم، وقطاعها البحري بشكل يعتبر من القطاعات الأفضل على صعيد بنيته التحتية وموانئه وموارده التشغيلية، ونحن نساهم بدورنا عبر فرع الأكاديمية في الشارقة بتوفير الكوادر البشرية المواطنة المؤهلة تأهيلًا عاليًا للعب دور قيادي في الصناعة البحرية، ونتطلع إلى أن يقف خريجونا إلى جانب القيادة وشعب الإمارات خلال احتفالهم بشحن آخر برميل للبترول بعد خمسين عامًا.”
من جهته، صرح سعادة اللواء الأستاذ الدكتور محمد أحمد بن فهد، مساعد القائد العام لشؤون الأكاديمية والتدريب في شرطة دبي، قائلًا: “تعلمنا من سيدي صاحب السمو الشيخ محمد بن راشد آل مكتوم، نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي، رعاه الله، أن نجاحنا مرهون بمقدار التطور والابتكار الذي نتبناه في منظومتنا الأمنية والعملياتية، لهذا نحرص على الشراكة مع جميع الجهات والمؤسسات التي تساعدنا على تحقيق هذا الهدف، وليس أفضل من الأكاديمية العربية للعلوم والتكنولوجيا والنقل البحري، في هذا المضمار، بخبرتها التي تناهز خمسة عقود، وكوادرها الأكاديمية الخبيرة التي خرجت الآلاف من المحترفين الذين يقودون القطاع البحري في المنطقة، ونعتقد أن شراكتنا ستسهم في تطوير قطاع الأمن والسلامة البحرية بشكل كبير، وستحقق هدفنا في تأهيل كوادرنا بأفضل المعارف والخبرات.”
وأضاف بن فهد: “تأتي هذه الاتفاقية في وقت حاسم بالنسبة لنا في شرطة دبي، إذ يمتاز ساحل الإمارة بخصائص فريدة عن غيره من السواحل في المنطقة، فشريطنا الساحلي دائم النمو والتغير باستمرار، ويشهد تطوير متواصل للمشاريع العقارية والواجهات المائية ومرافئ اليخوت الفاخرة والسفن والقوارب، فضلًا عن اعتبار موانئ دبي من أنشط الموانئ التي تستقبل أكثر من 21,000 سفينة وناقلة عملاقة سنويًا، ما يجعل وسائل تأمين الحماية والسلامة البحرية التقليدية غير كافية، ويفرض علينا تبني التقنيات الحديثة مثل إنترنت الأشياء، والروبوتات، والقوارب ذاتية القيادة، وكل ما توفره تقنيات الذكاء الاصطناعي لتعزيز أدواتنا الأمنية، وكل ذلك يتطلب تدريبًا وتأهيلًا خاصًا لكوادرنا.”
وتشمل الاتفاقية التعاون بين الطرفين في مجالات عديدة أبرزها، التعليم والتدريب البحري، والدراسات في مجال الأمن البحري، وتقديم الدورات التدريبية الخاصة بالأمن البحري، إضافة إلى الاستفادة من قدرات الأكاديمية في تقنيات الذكاء الاصطناعي وإنترنت الأشياء، لبناء منظومة مجسات ذكية ومتطورة ترصد كافة المؤشرات اللازمة لبناء صورة متكاملة عن حالة البيئة البحرية في دبي بشكل دقيق، دعمًا لتطوير الاقتصاد الأزرق والاستدامة البيئية، ضمن خطة شاملة لتقديم دراسات بحثية متخصصة في مجالات حيوية مثل التلوث النفطي البحري، وجودة مياه البحر، والحفاظ على المحميات البحرية الطبيعية وذلك ضمن أهداف التنمية المستدامة.
وقال الدكتور الربان أحمد يوسف، نائب عميد كلية النقل البحري والتكنولوجيا: “تتمثل مهمتنا الأساس بفرع الشارقة للأكاديمية في تمكين الكوادر الوطنية المستقبلية من القطاع البحري، وتمثل شراكتنا مع شرطة دبي عامل دعم كبير لنا في تحقيق هذه المهمة، لأنها تشمل توفير الفرص التدريبية لتأهيل الكوادر المؤسسية للتعامل مع أفضل أساليب التكنولوجيا الحديثة، وتطوير التدريب فيما يتعلق بتعزيز القدرات المؤسسية الخاصة بالقيادة العامة لشرطة دبي في المجال البحري، وزيادة الكفاءة التنافسية للكوادر المهنية بالقيادة العامة لشرطة دبي.”
وأضاف يوسف: “هذا الأمر سينعكس على طلابنا الذي سيحظون بفرص التدريب والتعامل مع خبراء الأمن والسلامة البحرية في شرطة دبي، للتعلم منهم واكتساب مهارات جديدة، وبذلك فإن المستوى النوعي لطلابنا في الأكاديمية سيكون أعلى من غيره، مقارنة بباقي الأكاديميات البحرية وحتى الجامعات التقليدية، وسيفتح مجالات إضافية للعمل مستقبلًا لطلابنا، الذي تعهدنا لهم بأن تكون شهاداتهم التي يحصلون عليها من أكاديميتنا من بين أفضل الشهادات الجامعية على مستوى العالم.”
جدير بالذكر أن الاتفاقية شملت أيضًا وضع برنامج إعلامي توعوي داخل دولة الإمارات، للترويج عن كافة الأنشطة المشتركة بين الجانبين، واستقطاب المزيد من المرشحين للدراسات البحرية، وتنسيق المشاركات العامة في الفعاليات، وعقد المؤتمرات والورش في مجال الأمن البحري، والتعاون في مجال التشريعات والقوانين البحرية. وقد أعلنت منصة مراسي نيوز الإعلامية البحرية عن دعمها الكامل لتلك الحملة، عبر تخصيص مساحة دائمة لنشر وتغطية جميع الأخبار المتعلقة بهذه الشراكة.
عن الأكاديمية العربية للعلوم والتكنولوجيا والنقل البحري-الشارقة:
وقع صاحب السمو الشيخ الدكتور سلطان بن محمد القاسمي عضو المجلس الأعلى حاكم الشارقة، مذكرة تفاهم بين حكومة الشارقة والأكاديمية العربية للعلوم والتكنولوجيا والنقل البحري التابعة لجامعة الدول العربية ومقرها في جمهورية مصر العربية، لإنشاء فرع للأكاديمية في مدينة خورفكان بإمارة الشارقة، وقع المذكرة عن الأكاديمية العربية الدكتور إسماعيل عبد الغفار إسماعيل رئيس الأكاديمية، وذلك في مقر أكاديمية الشارقة للبحوث. وستعمل الأكاديمية الجديدة في إمارة الشارقة، في خططها المستقبلية، على تخريج طلبة متخصصين في مختلف علوم وتكنولوجيا النقل البحري، ولوجستيات النقل البحري الدولي، والقانون البحري الدولي، مما سيعمل على توفير دراسات نوعية متخصصة حديثة، ورفد سوق العمل بمتخصصين في كافة مجالات العمل البحري.{:}
