Dubai’s District Cooling Operators Association discusses challenges and opportunities to increase the sector’s operational efficiency and effectiveness
The Association of District Cooling Operators Dubai, the first of its kind in the region, held its fourth meeting and discussed the developments of the vital sector in Dubai, urgent issues, especially the necessity of comprehensive application of innovative solutions and advanced technologies in order to enable the residents of the Emirate to obtain continuous cooling services with high quality and international standards.
The meeting was chaired by Ahmad Bin Shafar, Chairman of the Association, and the CEO of Emirates Central Cooling Systems Corporation (Empower), in the presence of the representation of member companies, Emaar District Cooling, Emirates District Cooling LLC (Emicool), National Central Cooling Company PJSC (Tabreed), Al-Futtaim Engineering, Nakheel, South Energy and Meydan, besides the Dubai Supreme Council of Energy (DSCE) and Regulatory and Supervisory Bureau (RSB) Dubai. The participants addressed some of the industry-related issues, most notably developing action plans to integrate modern technologies into the sector’s infrastructure, and increasing the use of recycled water in District Cooling operations at the top of development priorities.
During the meeting, the Dubai’s Regulatory and Supervisory Bureau for Electricity and Water Sector (RSB) briefed the attendees on the latest developments in the District Cooling industry, and the attendees affirmed their commitment to implementing the Executive Council Resolution No. (6) of 2021 on the provision of District Cooling service in the Emirate of Dubai.
“The Association has made significant strides towards effective communication and coordination with government agencies, particularly the Dubai Municipality, to accelerate mechanisms for increasing the use of recycled water in district cooling operations. This will in turn promote the sector’s contribution in protecting natural resources,” Bin Shafar said.
“Adoption of cutting-edge technologies and innovation approach have become inevitable to bring about a qualitative transformation in the sector’s performance, particularly aspects related to rationalizing energy consumption, protecting natural resources and reducing carbon footprint”, The Chairman added.
The Association of District Cooling Operators Dubai, region’s first association of its kind, was formed in October 2020 by the Dubai Supreme Council of Energy (DSCE) with the aim of raising the efficiency of district cooling operations, promoting the optimal use of water and energy resources, coordination and cooperation among operators to meet challenges and find effective solutions to them, in addition to ensuring the provision of high-quality cooling services to Dubai residents.

عقدت «جمعية مشغلي تبريد المناطق» في دبي، أول كيان من نوعه في المنطقة، رابع اجتماعاتها وبحثت فيه مستجدات أعمال القطاع الحيوي وقضاياه الملحة لاسيما المتصلة بضرورة التطبيق الشامل للحلول المبتكرة والتقنيات العصرية الحديثة بهدف تمكين سكان المدينة من الحصول على خدمات تبريد متواصلة وبجودة عالية ومعايير عالمية.
ترأس الاجتماع أحمد بن شعفار، رئيس «جمعية مشغلي تبريد المناطق»، الرئيس التنفيذي لـ«مؤسسة الإمارات لأنظمة تبريد المناطق» (إمباور)، بحضورأعضاء الجمعية وهم «إعمار ديستركت كولينج»، «الإمارات ديستريكت كولينج» (إيميكول)، و«الشركة الوطنية للتبريد المركزي» (تبريد)، و«الفطيم للهندسة»، و«الجنوب للطاقة»، و«ميدان»، و«نخيل» لتبريد المناطق وممثلون من أعضاء «المجلس الأعلى للطاقة في دبي و«مكتب التنظيم والرقابة لقطاع الكهرباء والمياه” حيث ناقش المشاركون أهمية زيادة نطاق تبريد المناطق وأهمية دمج التقنيات الحديثة في آليات عمل القطاع وإيلاء مسألة استخدام المياه المعالجة أولوية قصوى في عمليات التبريد.
كما قام مكتب التنظيم والرقابة لقطاع الكهرباء والمياه اطلاع الجمعية على المستجدات بشأن ترخيص نظام تبريد المناطق في دبي وعرض قرار المجلس التنفيذي لإمارة دبي رقم /6/ لسنة 2021 بشأن تنظيم تقديم خدمة تبريد المناطق في إمارة دبي لرفع كفاءة تشغيل وحدات تبريد المناطق والأنشطة التي تتعلق بتوليد الطاقة التبريدية وتوزيعها وبيعها بما في ذلك إصدار التصاريح وإدارة شكاوى المستخدمين. وأكد الحاضرون على ضرورة توحيد الجهود والطاقات لتعزيز القطاع محلياً وعالمياً لاسيما وأن حجم سوق تبريد المناطق في دبي يعد واحداً من أكبر الأسواق في العالم بسعة حوالي 3 ملايين طن تبريد مقارنة بسوق الولايات المتحدة التي تبلغ حوالي 700 ألف طن تبريد.
قال بن شعفار أن الجمعية قطعت شوطا مهما في التواصل والتنسيق مع الجهات الحكومية وأبرزها بلدية دبي لتسريع آليات زيادة استخدام المياه المعاد تدويرها في أبراج التبريد لتوليد طاقة تبريد المناطق، مما يثمر عن زيادة مساهمة القطاع ولاعبيه الرئيسيين في حماية الموارد الطبيعية. مشدداً على «إن تبني نهج الابتكار واعتماد التقنيات الحديثة أصبحا العنوان الرئيسي لتحقيق النقلة النوعية في أداء القطاع لاسيما تلك التقنيات المتعلقة بترشيد استهلاك الطاقة وحماية الموارد الطبيعية وخفض البصمة الكربونية”.
وكان المجلس الأعلى للطاقة في دبي أعلن إطلاق إمارة دبي لجمعية مشغلي تبريد المناطق في دبي في أكتوبر 2020 بهدف رفع كفاءة العمليات التابعة لتبريد المناطق والاستخدام الأمثل لموارد المياه والطاقة، والتنسيق والتعاون فيما بين المشغلين لمواجهة التحديات والعمل على إيجاد الحلول الناجعة لها وضمان تقديم خدمات التبريد بكفاءة عالية صديقة للبيئة ومستدامة للسكان.{:}
