DUBAI, 5 December 2021 – Volunteers have been critical to COVID-19 efforts, and there is increasing evidence indicating the role they play in strengthening people-state relationships, promoting better governance, helping build more equal and inclusive societies, and fostering stability, according to the United Nations’ State of the World’s Volunteerism Report (SWVR).
Titled ‘Building Equal and Inclusive Societies’, the report will be released in full on Monday, but representatives from UN Volunteers (UNV) were at Expo 2020 Dubai on Sunday to share some of the key findings and discuss the role volunteerism can play in achieving the Sustainable Development Goals (SDGs), particularly if an investment in research is made to quantify the contributions of volunteers to governments.
Opening the session, Her Excellency Hessa Tahlak, Assistant Undersecretary, Social Development Division, Ministry of Community Development, said: “Volunteering is deeply rooted in the UAE’s culture and society… in 2017, ‘The Year of Giving’, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, inaugurated the national volunteering platform volunteers.ae, and was the first person to register as a volunteer. Today, we have more than 500,000 registered volunteers, which enabled us to lead the UAE’s volunteers campaign during COVID-19, supporting our heroes on the frontline.”
The UAE volunteer campaign for COVID-19 attracted almost 10,000 field volunteers and more than 5,000 medical volunteers from 120-plus countries within a month of its launch, said Christian Hainzl, Regional Manager, Arab States, UNV. The Emirates’ campaign is among the case studies in the SWVR, which also studied 3,000 volunteers from the Tunisian Red Crescent who conducted a nationwide vaccination awareness campaign, and refugees with medical experience and qualifications in Jordan who volunteered to work alongside national and local volunteers.
Hainzl added: “We are at a critical juncture where our actions – or inactions – will have long-lasting and existential consequences, and volunteers play a crucial role in working towards a more equitable and inclusive society, with the pandemic serving as proof for volunteers’ resilience in the face of extreme challenges… Contrary to a widely held perception, volunteers don’t just support governments and other stakeholders, but are increasingly taking an active role in prioritising issues important to communities – and in doing so are shaping the development agenda and making public policies more responsive.”
Tapiwa Kamuruko, Policy Specialist VASS, SWVR Research Team Leader, UN Volunteers (UNV), added: “For many years, we have been advancing volunteer promotion and advocacy through anecdotes. Now we are seeking evidence to show how much a volunteer is contributing, for example, to GDP. The centre of this particular report presents new evidence on overall volunteerism as a means to solving global development challenges, and identifies where volunteerism can play a role… including in advancing the 2030 Agenda. Currently, 70 per cent of volunteering is informal, and this is a huge resource and asset at a global and local level that should be tapped into.”
The SWVR report shows that global interest in volunteering has not waned, despite the devastating socioeconomic impacts of the pandemic, and urges governments to work more closely with volunteers, “drawing upon the incredible creativity, energy and expertise of volunteers will be crucial to shaping that greener, more inclusive and more sustainable future.

دبي، 5 ديسمبر 2021: احتفى إكسبو 2020 دبي، باليوم الدولي للتطوع 2021، تقديرا للمتطوعين ودورهم الكبير في تحسين حياة المواطنين والاستجابة لتطلعاتهم، بما يخدم أهداف التنمية المستدامة، حيث تضمنت الفعاليات جلسة لاستعراض تقرير حالة العمل التطوعي في العالم، الذي أنجزه برنامج الأمم المتحدة للمتطوعين.
أقيم الاحتفال بالتعاون بين إكسبو 2020 ووزارة تنمية المجتمع، وبمشاركة واسعة من متطوعي إكسبو، وحضور منظمات دولية وإقليمية متعددة، يتقدمهم ممثلي برنامج الأمم المتحدة للمتطوعين وجامعة الدول العربية.
ودعت سعادة حصة تهلك، الوكيل المساعد لشؤون التنمية الاجتماعية في وزارة تنمية المجتمع، إلى ضرورة صياغة رؤية عالمية استثنائية تحتفي بمستقبل العمل التطوعي انطلاقاً من إكسبو 2020 دبي.
وأوضحت تهلك، أن حدث اليوم يسلط الضوء على أهمية نشر الوعي بثقافة العمل التطوعي ودوره في تحقيق التنمية المستدامة، كما يعد احتفاء بالمتطوعين الذين يعملون بجد لتحسين حياة الناس، داعيةً الحكومات والمنظمات غير الحكومية والقطاع الخاص لتعزيز نظام التطوع على نطاق عالمي أوسع.
وأشارت تهلك، إلى إطلاق صاحب السمو الشيخ محمد بن راشد آل مكتوم، نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي “رعاه الله”، لمنصة التطوع الوطنية، وتسجيل نفسه كأول متطوع في المنصة التي تضم اليوم أكثر من 500 ألف متطوع مسجل.
وتابعت: “سجلنا ما يفوق الـ 40 ألف متطوع افتراضي، من نحو 160 جنسية مقيمة على أرض الدولة”.
وتطرق كريستيان هاينزل، المدير الإقليمي لبرنامج الأمم المتحدة للمتطوعين، إلى الدور الكبير للمتطوعين خلال جائحة كوفيد- 19، حيث جذبت حملة المتطوعين في الإمارات ما يفوق الـ 10000 متطوع في الميدان وأكثر من 5000 متطوع في المجال الطبي، من أكثر من 120 دولة خلال الشهر الأول من إطلاقها العام الماضي.
وقدر هاينزل، عدد متطوعي الأمم المتحدة بنحو 862 مليون شخص ينتشرون في كافة أنحاء العالم، ويسهمون في تحقيق أهداف التنمية المستدامة.
وقالت الدكتورة هيفاء أبو غزالة، الأمين العام المساعد لجامعة الدول العربية، أن الفترة الصعبة التي مر بها العالم بشكل عام، والمنطقة العربية بشكل خاص جراء فيروس كورونا، أظهرت الدور الكبير للتطوع، والذي لولاه لكان الوضع أسوأ بكثير بحكم المهام الكبيرة التي قام بها المتطوعون.
وكشفت هيفاء، عن إطلاق الجامعة من خلال مجلس الشؤون الاجتماعية العرب، للاستراتيجية العامة للعمل التطوعي، بالتعاون مع برنامج الأمم المتحدة للمتطوعين، وصندوق الأمم المتحدة للسكان، ليشكل إطارا عربيا لدعم العمل التطوعي العربي وتعزيز التواصل مع الجهات المعنية العربية والدولية.
وأكد تابيوا كاموروكو، قائد فريق إعداد تقرير حالة العمل التطوعي في العالم، الذي أنجزه برنامج الأمم المتحدة للمتطوعين، على الدور الاقتصادي للمتطوعين ومساهمتهم في الناتج المحلي للدول، حيث يقدر التقرير حجم المساهمة الاقتصادية للعمل التطوعي على مستوى العالم بحصيلة عمل 61 مليون عامل، يعملون بداوم كامل شهريا، على افتراض قيامهم بأداء ساعات العمل المطلوبة في الأسبوع والمقدرة بنحو 40 ساعة أسبوعياً.
وأشار كاموروكو، إلى تقرير حالة العمل التطوعي، الذي شمل عدداً من الدول مثل لبنان وتونس والنبيال والكونغو الديمقراطية، وبوليفيا والهند والسنغال وتركيا وأوزبكستان وقيرقيزستان والإكوادور، لافتاً إلى أن الدارسة سجلت هيمنة التطوع غير الرسمي الذي بلغت نسبته نحو 14,3 في المئة، بينما بلغت نسبة التطوع الرسمي نحو 6.5 في المئة، كما توصلت الدراسة إلى ميل الرجال للانخراط في التطوع الرسمي، بينما تفضل النساء التطوع غير الرسمي.{:}
