RewirEd Summit Concludes with the Launch of the RewirEd Global Declaration on Connectivity for Education

Dubai, United Arab Emirates, 15 December 2021: Drawing the world’s attention to the current state of the global education ecosystem, RewirEd Summit, held at Expo 2020 Dubai, concluded yesterday in the presence of His Highness Sheikh Mansour bin Mohammed bin Rashid Al Maktoum, Chairman of Dubai Border Security Council. The agenda for the third day, under the theme of “Education Financing”, featured a series of major announcements, discussions and program launches that are set to accelerate the transformation of education systems globally.
Over 2,000 participants attended the Summit in person, as 450 speakers from 60 countries contributed to a packed agenda of high-level panels, sessions and discussions.
5 Presidents and 45 ministers from around the world attended the summit and underscored the urgency to adopt new and innovative approaches to deliver quality education globally. They also praised the UAE for being a role model for other countries in delivering quality education, as the country had immediately implemented distance learning across all public and private schools and higher education institutions, in response to the COVID-19 pandemic.
Emphasising the collective responsibility in addressing the global education crisis, H.E Dr. Tariq Al Gurg, Chief Executive Officer and Vice-Chairman of Dubai Cares urged world leaders to seize this unique opportunity to deliver on their promise to expand their support to education.
As part of his closing remarks, Dr. Al Gurg said: “We conclude the Summit, with an aim to implement key solutions that we hope will reinstate that same foundation, and more importantly, make it stronger and more resilient for the future. From issues to solutions, from challenges to opportunities, from the past to the future…the journey of the RewirEd Summit has been marked by our shared commitment to reclaiming the powerful and transformational role of education in empowering young lives, enabling sustainable progress, and elevating the whole of humanity.”
World Leaders Call for Urgent Global Action to Finance Education
The final day kicked off with a high-level opening panel titled “Education – An Investment for a Sustainable and Prosperous Future for All”. The panel featured high-level speakers including Gordon Brown, the UN’s Special Envoy for Education and former Prime Minister of the United Kingdom, H.E. Sri Mulyani Indrawati, Minister of Finance, Indonesia, Filippo Grandi, the UNHCR High-Commissioner, among other leaders from the international community, who called for the immediate collective action to finance education systems around the world, especially under the disruptive conditions imposed by the global pandemic.
The Rt Hon Gordon Brown, former Prime Minister of the United Kingdom, United Nations Special Envoy for Global Education, said, “We are at a critical turning point. We know the scale of the damage from COVID-19. Millions of pupils’ learning time has been lost. Two thirds of countries are cutting education budgets; we are creating an unparalleled crisis. Countries must see education as indispensable. Education spending should be treated as an investment; it is an investment in the future.”
Filippo Grandi, UNHCR High-Commissioner, said: “The pandemic threatens to reverse the important gains we have all made. It is critical that we do not forget forcibly displaced children and youth who aspire for better opportunities. USD 4.85 billion is required to ensure that all refugees have access to a quality education. This is a relatively small investment to ensure they have access to a more equitable world. The time to double our investments in education is upon us. Now it is time to invest in a future that is prosperous, sustainable and innovative for all.”
Amir Abdulla, Deputy Executive Director, World Food Programme (WFP), said: “Costs should not be borne by the education sector alone. Everyone needs to be around the table. We have to support the learning and the learner. We need to shout this from the rooftops of Dubai; we have to think about the learning and the learner. We need to connect all sectors so that no child goes to school hungry; school health and nutrition should also feature prominently here.”
RewirEd Declaration on Connectivity for Education, Providing a Framework for Action and Investment
One of the key announcements from day three was the launch of the RewirEd Declaration on Connectivity for Education. Developed by UNESCO in partnership with Dubai Cares, the Declaration provides a framework to ensure that connected technology better supports the right to education, drawing on lessons learned during the COVID-19 pandemic. It reflects the inputs of a 22-person expert advisory group and a global consultation process involving governments, civil society, youth, teachers, researchers, private sectors organisations, and other stakeholder groups to put forward principles and commitments to establish directions and priorities for the digital transformation of education.
In addition, the Declaration asserts that the educational changes accompanying the integration of new technology, far from being inevitable or outside our control, can be steered with focused policies, actions, regulations, and incentives.
Commenting on the launch of the Declaration, H.E Dr. Al Gurg, said: “For us at Dubai Cares, the launch of this Declaration will go down in the organization’s history as a truly defining moment that reinforces our evolution as an organization that has come a long way from being primarily focused on grant making, to an active global player and voice mobilizing meaningful partnerships and alliances for a better world.”
In addition, the agenda included a high-level panel on “Building Forward from Covid-19: Financing the Education Recovery and the Future Education for the Most Vulnerable Children.” Featuring key thinkers and practitioners, this session reflected on innovative financing of the recovery and the future, such as how education financing can work order to be effective in instituting the changes needed for global reform.
The agenda also included insightful sessions on funding Evidence for Education in Emergencies and strengthening shared standards for Education in Emergencies. Other sessions included a thought-provoking debate on “Rewiring Higher Education and Open Learning in the Arab World”.
The last day also included meaningful and engaging participation from key speakers including H.E. Uhuru Kenyatta, President of Kenya; Filippo Grandi, UNHCR High-Commissioner; Amina Mohamed, Deputy Secretary General, United Nations; Irina Bokova, former Director-General of UNESCO; Jutta Urpilainen, Commissioner, International Partnerships, European Commission; H.E. Prof. Alpha T. Wurie, Minister of Technical and Higher Education, Republic of Sierra Leone; H.E. Dr. Mwigulu Nchemba, Minister of Finance, Tanzania; H.E. Dr. Hang Chuon Naron, Minister of Education, Cambodia; H.E. Joyce Ndalichako, Minister of Education, Science, Technology and Vocational Training, Tanzania; Philippe Lazzarini, Commissioner-General, the United Nations Relief and Works Agency for Palestine Refugees (UNRWA); H.E Harjit Sajjan, Minster of International Development, Canada; H.E. Daryll Matthew, Minister of Education, Antigua and Barbuda; H.E. Antti Kurvinen, Minister of Science and Culture, Finland.
The outcomes of the RewirEd Summit will inform the UN Summit on the Transformation of Education that will take place in the second half of September 2022.

دبي، الإمارات العربية المتحدة – 15 ديسمبر 2021: من خلال لفت انتباه العالم لوضع منظومة التعليم العالمي الراهن، اختُتمت قمة ريوايرد في إكسبو 2020 دبي بالأمس بحضور سمو الشيخ منصور بن محمد بن راشد آل مكتوم، رئيس مجلس دبي لأمن المنافذ الحدودية. هذا وقد شملت أجندة اليوم الثالث من القمة تحت شعار “تمويل التعليم“، إطلاق سلسلة من الإعلانات الرئيسية وجلسات الحوار والبرامج بهدف تسريع عملية الارتقاء بالنظم التعليمية على مستوى العالم.
وهذا وقد حضر القمة أكثر من 2000 مُشارك بشكل شخصي، بمشاركة 450 متحدثاً من 60 دولة للمساهمة في أجندة حافلة تضمنت جلسات رفيعة المستوى وندوات ونقاشات.
أكد 5 رؤساء و45 وزير الذين حضروا القمة من جميع أنحاء العالم على الحاجة الملحة لاعتماد مناهج جديدة ومبتكرة لتوفير التعليم السليم على مستوى العالم. كما أشادوا بدولة الإمارات لكونها نموذجًا يحتذى به للدول الأخرى في توفير التعليم السليم، حيث نفذت الدولة على الفور التعلم عن بعد في جميع المدارس الحكومية والخاصة ومؤسسات التعليم العالي في الإمارات نتيجة لتفشي جائحة كوفيد-19.
وتأكيداً على المسؤولية الجماعية في معالجة أزمة التعلّم العالمية، حثّ سعادة الدكتور طارق محمد القرق، الرئيس التنفيذي ونائب رئيس مجلس إدارة دبي العطاء، قادة العالم على اغتنام هذه الفرصة الفريدة للوفاء بوعدهم بهدف رفع مستوى الدعم لقطاع التعليم.
وتعليقاً على هذا الموضوع، قال سعادة الدكتور طارق محمد القرق، الرئيس التنفيذي ونائب رئيس مجلس إدارة دبي العطاء: “نختتم القمة بهدف تنفيذ الحلول الرئيسية التي نأمل أن تعيد نفس الأساس، والأهم من ذلك، جعله أقوى وأكثر مرونة في المستقبل. وأضاف: “من القضايا إلى الحلول، ومن التحديات إلى الفرص، ومن الماضي إلى المستقبل، عبّرت رحلة قمة ريوايرد عن التزامنا المشترك لاستعادة الدور القوي والذي من ِشأنه إحداث تغيير في مجال التعليم من أجل تمكين حياة الشباب، وتحقيق التقدم المستدام، والارتقاء بالبشرية.”
قادة العالم يدعون لاتخاذ إجراءات عالمية عاجلة لتمويل التعليم
انطلقت فعاليات اليوم الأخير بجلسة افتتاحية رفيعة المستوى تحت عنوان “التعليم – استثمار لمستقبل مستدام ومزدهر للجميع“. وشهدت الجلسة مشاركة نخبة من المتحدثين رفيعي المستوى، بمن فيهم جوردن براون، مبعوث الأمم المتحدة الخاص بالتعليم العالمي ورئيس الوزراء البريطاني السابق؛ وسعادة سري مولياني إندراواتي، وزيرة المالية في إندونيسيا؛ وفيليبو غراندي، المفوض السامي للأمم المتحدة لشؤون اللاجئين، إلى جانب قادة آخرين من المجتمع الدولي، والذين دعوا إلى اتخاذ إجراءات جماعية فورية لتمويل النظم التعليمية في جميع أنحاء العالم، خاصةً في ظل الظروف المعقّدة التي فرضتها الأزمة الصحية العالمية.
وقال سعادة جوردون براون – رئيس وزراء المملكة المتحدة السابق ومبعوث الأمم المتحدة الخاص للتعليم العالمي: “نمرّ حالياً بنقطة تحوّل حاسمة. وندرك مدى الضرر الذي سببه كوفيد-19، حيث أدى إلى ضياع وقت ثمين بالنسبة لملايين للطلاب، وقامت ثلث دول العالم بتخفيض ميزانياتها الخاصة بالتعليم؛ مما تسبب بأزمةٍ غير مسبوقة في هذا المجال. ويجب على جميع الدول أن تدرك أنه لا غنى عن التعليم. يجب أن نتعامل مع الإنفاق على التعليم على أنه استثمار؛ بل هو استثمارٌ في المستقبل”.
ومن جانبه قال فيليبو غراندي، مفوض الأمم المتحدة السامي لشؤون اللاجئين: “تنذر الجائحة بخسارتنا لمكاسب المهمة كنا قد قمنا بتحقيقها جميعاً. ومن الضروري ألا ننسى الأطفال النازحين قسراً الذين يتطلعون إلى فرص أفضل. ونحتاج إلى مبلغ 4.85 مليار دولار أمريكي لضمان حصول جميع اللاجئين على التعليم السليم. ويعتبر هذا استثماراً صغيراً نسبياً لضمان وصولهم إلى عالم أكثر إنصافاً. وحان الوقت لمضاعفة استثماراتنا في مجال التعليم؛ حان الوقت الآن للاستثمار في مستقبل يتسم بالازدهار والاستدامة والابتكار لنا جميعاً”.
وفي معرض تعليقيه قال أمير عبدالله، نائب المدير التنفيذي لبرنامج الأغذية العالمي: “يجب ألا يتحمل قطاع التعليم التكاليف كلها بمفرده، بل على الجميع أن يتعاونوا معاً. علينا أن ندعم التعليم والمتعلمين، وأن نعمّم هذه الثقافة انطلاقاً من دبي لتشجيع التركيز على هذين الجانبين الهامين، فضلاً عن ضرورة ربط كل القطاعات ببعضها البعض حرصاً على ألا يذهب أي طفل جائعاً إلى المدرسة. يجب أن تبرز التغذية والصحة المدرسية هنا بشكل كبير هنا كذلك.”
الإعلان العالمي حول الاتصال من أجل التعليم، توفير إطار للعمل والاستثمار
شكّل إطلاق الإعلان العالمي حول الاتصال من أجل التعليم أحد أهم الإعلانات الرئيسية لليوم الثالث. حيث يقدم الإعلان الذي أعدته منظمة اليونيسكو بالتعاون مع دبي العطاء، إطار عمل يضمن توفير خدمات تكنولوجيا الاتصال تعزز حق التعلم، وذلك من خلال الاعتماد على الدروس المستفادة خلال أزمة كوفيد-19. كما يعكس الإعلان مساهمة مجموعة استشارية مكوّنة من 22 خبيراً ضمن عملية استشارية عالمية تضم الحكومات والمجتمع المدني والشباب والمعلمين والباحثين ومؤسسات القطاع الخاص وغيرها من الجهات المعنية لإرساء المبادئ والالتزامات التي من شأنها تحديد التوجهات والأولويات لعملية التحول الرقمي في قطاع التعليم.
بالإضافة إلى ذلك، يؤكد الإعلان أنّ التغييرات التعليمية المصاحبة لدمج التكنولوجيا الجديدة، بعيدًا عن كونها حتمية أو خارجة عن سيطرتنا، يمكن توجيهها بسياسات وإجراءات وأنظمة وحوافز مركزة.
وتعليقًا على إطلاق الإعلان، قال سعادة الدكتور القرق: “سيُسجل هذا الإعلان بالنسبة لنا في دبي العطاء في تاريخ المؤسسة كلحظة حاسمة حقًا من شأنها تعزيز تطورنا كمؤسسة قطعت شوطًا طويلاً من التركيز فقط على تقديم المنح، إلى مشارك عالمي فاعل ونشط، ومنصة تحشد شراكات وتحالفات هادفة من أجل عالم أفضل.”
وتضمن جدول الأعمال جلسة حوار رفيعة المستوى تحت عنوان “المضي قدماً بعد أزمة كوفيد-19: تمويل إعادة تأهيل التعليم والتعليم المستقبلي للأطفال المحرومين“، بمشاركة نخبةٍ من المفكرين والمتخصصين، حيث ركّزت الجلسة على التمويل المبتكر في مرحلة التعافي والمستقبل، وبمعنى آخر؛ تحديد الدور الذي يلعبه تمويل التعليم ليكون أكثر فاعلية في إحداث التغييرات اللازمة لإعادة صياغة نظام التعليم عالمياً.
كما تضمّن جدول الأعمال جلسة حوار رفيعة المستوى ذات رؤية هادفة حول “دليل تمويل التعليم في حالات الطوارئ” و”تعزيز المعايير المشتركة للتعليم في حالات الطوارئ”. وشملت الجلسات الأخرى حوارات محفزة للتفكير حول “إمكانية استخدام العملات الرقمية المشفرة للحصول على خدمات التواصل”، وجلسة أخرى حول “إعادة رسم ملامح التعليم العالي والتعليم المفتوح في العالم العربي”.

وكان قد تم إطلاق قمة ريوايرد، بقيادة دبي العطاء وبالشراكة مع إكسبو 2020 دبي وبتعاون وثيق مع وزارة الخارجية والتعاون الدولي في الإمارات، وبالشراكة مع الجهات المعنية العالمية. وتشكل القمة جزءاً من ريوايرد، المنصة العالمية ذات الرؤية الواضحة التي صُممت بهدف إعادة صياغة مشهد التعليم لتحقيق مستقبل مزدهر ومستدام.
