The Ministry of Energy and Infrastructure launched a new initiative to support national cadres and engineering graduates by setting training programs between 3 to 6 months to merge and qualify graduates to work in the private sector.
His Excellency Suhail bin Mohammed Faraj Al Mazrouei, Minister of Energy and Infrastructure, attended the launching of the initiative called NAFIS in Energy’ in a ceremony at Abu Dhabi Sustainability Week in presence of Eng. Sherif Al Olama, Undersecretary of the Ministry of Energy and Infrastructure for Energy and Petroleum Affairs, Ghannam Al Mazrouei, Secretary-General of the Emirati Talent Competitiveness Council, Eng. Nadia Al Naqbi, Assistant Undersecretary for the Support Services Sector, Eng. Yousef Al Ali, Assistant Undersecretary for the Electricity, Water and Future Energy Sector at the Ministry of Energy and Infrastructure, and representatives of concerned companies.
H.E. Al Mazrouei said: “The initiative is in line with the country’s efforts to enable and empower national cadres to secure jobs in the private sector and to support the government program ‘Nafis’ to have 75,000 Emiratis in the private sector in the next five years. The ministry signed agreements with a number of private companies in the energy sector to prepare plans and training programs to qualify and train the occupations with high demand in the private sector.”
He added: “The ministry has plans to support the UAE’s government targets of Emiratization in the private sector. Launching this unique initiative will have a noticeable impact and encourage our partners in the private sector to embrace Emiratis and develop their capabilities.”
Al Mazrouei pointed that the ministry has clear plans in the energy sector established on qualifying national cadres to take responsibility in the energy sector, as well as, enable and encourage Emiratis to work in this vital sector.
He said that qualifying the Emirati cadres to work in the energy sector is a priority for decision-makers in the country.
“Today Emirati citizens account for 60 per cent of the employees in Nuclear Energy Corporation and its subsidiary companies, the Nawah Power Company and the Barakah First Company,” he said.
He affirmed that the ministry is keen to continue the march towards sustainable development by harnessing all resources, capabilities, and investing in exceptional minds and expertise to develop the energy and infrastructure sectors to achieve the government’s vision for the next 50 years.
Ghannam Al Mazrouei, Secretary-General of the Emirati Talent Competitiveness Council, said: “Many concerned entities supported the program by providing job opportunities and training courses for Emirati job seekers. It is very important to join forces between government entities to support the role of qualified national cadres to develop and enhance economic development, expand investment in various sectors, especially the energetic energy sector in order to have a new generation of Emiratis that are capable to manage and develop the sector in line with the project of the 50 and initiatives to strengthen the efficiency and competitiveness of national cadres.”
He praised the ministry’s initiative (NAFIS in Energy) as it will contribute to strengthen the participation of Emiratis in the energy sector.
“Working with different ministries, government and private sectors to achieve NAFIS’s goals of recruiting qualified and skilled Emiratis in private sector. The ministry’s efforts to attract engineers and experts in the energy sector will boost their contribution in achieving economic development.”
Launched in 2021, the government program ‘NAFIS’ (which means “Compete” in English), meant to increase the competitiveness of Emirati human resources and empower them to employ 75,000 Emiratis in the private sector in the next five years, after directions from the UAE’s President His Highness Sheikh Khalifa bin Zayed Al Nahyan, to allocate Dh24 billion got implementing the program’s initiatives and projects.

أطلقت وزارة الطاقة والبنية التحتية مبادرة (نافس في الطاقة)، بهدف زيادة توعية وتعاون شركات القطاع الخاص بمجال الطاقة ليكونوا شركاء فعاليين لمبادرة نافس… جاء ذلك خلال حفل أقيم على هامش فعاليات أسبوع أبوظبي للاستدامة، حضره معالي سهيل بن محمد فرج فارس المزروعي، وزير الطاقة والبنية التحتية، وسعادة غنام المزروعي، الأمين العام لمجلس تنافسية الكوادر الإماراتية، وسعادة المهندس يوسف آل علي، الوكيل المساعد لقطاع الكهرباء والمياه وطاقة المستقبل، وعدد من مسؤولي الشركات الرائدة ذات الصلة.
وقال معالي سهيل المزروعي، خلال حفل الإطلاق:” تأتي المبادرة في إطار استكمال جهود الدولة في رفع الكفاءة التنافسية للكوادر المواطنة وتمكينها لشغل الوظائف في مؤسسات القطاع الخاص، ودعما للبرنامج الحكومي “نافس” الهادف إلى استيعاب 75 ألف مواطن للعمل في القطاع الخاص خلال السنوات الخمس المقبلة، وإنه بهدف إنجاح المبادرة أبرمت وزارة الطاقة والبنية التحتية، عدداً من مذكرات التعاون مع مجموعة من شركات القطاع الخاص الرائدة في مجال الطاقة، تشمل هانويل جنرال الكتريك وسيمنز وسيمنز انرجي وشمس للطاقة وشركة بي بي، إضافة إلى مجموعة السويدي اليكتريك وأكوا باور، تم بموجبها الاتفاق على أن تكون شركات القطاع الخاص شريك فعال وداعم لتحقيق الهدف المرجو من تنفيذ البرنامج الحكومي “نافس”.
وأضاف معاليه:” إن دور الوزارة في دعم مبادرة نافس ريادي، ولدينا خطوات استباقية ستدعم توجهات حكومة الإمارات في توطين القطاع الخاص، وإن إطلاق الوزارة لهذه المبادرة النوعية سيكون له أثر فعال ومحفز لشركائنا في شركات ومؤسسات القطاع الخاص لاحتضان أبناء وبنات الإمارات وتطوير قدراتهم، وإننا في الوزارة سندعم الشراكات والتعاون مع المراكز والمعاهد البحثية والابتكار والجامعات كافة “.
وأوضح معاليه، أن الوزارة لديها مستهدفات وخطط واضحة في قطاع الطاقة، تستند إلى بناء القدرات المواطنة وصقل خبراتها لتولي مختلف المهام والمسؤوليات في مجال الطاقة، وتمكين وتطوير الكوادر الوطنية وتشجيعهم للعمل بهذا القطاع الحيوي، وأن تأهيل الموارد البشرية المواطنة للعمل في قطاع الطاقة يشكل أولوية لدى صناع القرار في الدولة.
من جانبه قال سعادة غنام المزروعي الأمين العام لمجلس تنافسية الكوادر الإماراتية: “منذ أن تمّ إطلاق برنامج “نافس” قبل عدّة شهور، سارع العديد من الأطراف المعنية إلى دعم البرنامج وأهدافه، من خلال توفير فرص العمل والبرامج التدريبية للمواطنين الباحثين عن عمل، وتمكينهم من العمل في الأماكن التي تتيح لهم إثبات جدارتهم، وإطلاق طاقاتهم وإمكاناتهم المهنية”، مؤكّداً على أهمية تكامل الجهود بين جميع الأطراف في الدولة لدعم دور الكوادر الوطنية المؤهلة في تطوير وتعزيز التنمية الاقتصادية، وفتح آفاق جديدة للاستثمار في مختلف القطاعات، ومن بينها قطاع الطاقة الحيوي والمهم، لرفد سوق العمل بجيل جديد من المواطنين القادرين على إدارة وتطوير هذا القطاع، ودعمهم وتأهيلهم من خلال برامج التدريب المهني، بما ينسجم مع مشاريع الخمسين والمبادرات الهادفة إلى تعزيز كفاءة وتنافسية الكوادر الوطنية.
وأشاد المزروعي بمبادرة وزارة الطاقة والبنية التحتية (نافس في الطاقة) ودورها في دعم جهود برنامج “نافس” والمساهمة في تعزيز مشاركة المواطنين المتخصصين في قطاع حيوي كقطاع الطاقة، وأضاف:” نعمل على ترسيخ التعاون مع مختلف وزارات الدولة، ومؤسسات القطاعين الحكومي والخاص، لتحقيق أهداف “نافس” في توظيف المواطنين ذوي الكفاءات والمهارات في المواقع الوظيفية المناسبة لهم، وتأتي جهود وزارة الطاقة والبنية التحتية في هذا الإطار، لاستقطاب المهندسين والمتخصصين في مجالات الطاقة، ودعم حضورهم الفاعل في مؤسسات القطاع الخاص العاملة في مجال الطاقة، الأمر الذي يسهم في تسريع توظيفهم، وزيادة مساهمتهم في تحقيق النمو الاقتصادي”.
وأشار المزروعي إلى أهمية تضافر الجهود لدعم الكوادر الوطنية، ورفع تنافسيتها وتطوير مؤهلاتها، ومنحها الفرص المهنية التي تتناسب مع إمكانياتها ورغباتها، بما ينعكس إيجاباً على التنمية الاقتصادية، ومن ثمّ التنمية الشاملة والمستدامة.
الجدير ذكره، أن حكومة دولة الإمارات العربية المتحدة أعلنت خلال عام 2021 عن إطلاق البرنامج الحكومي “نافس” لدعم القطاع الخاص لاستيعاب 75 ألف مواطن خلال الخمس سنوات المقبلة، حيث وجه صاحب السمو الشيخ خليفة بن زايد آل نهيان، رئيس الدولة، حفظه الله، بتخصيص 24 مليار درهم لتنفيذ مشاريع ومبادرات البرنامج، الذي يؤسس لشراكة هي الأكبر من نوعها بين الحكومة والقطاع الخاص لإعداد وتأهيل خبرات وكفاءات وطنية تشكل قيمة مضافة في قطاع التوظيف في مؤسسات القطاع الخاص في الدولة.{:}
